The free-to-play model is not crumbling under the resurgence of premium releases. Instead, it is undergoing the most significant redistribution in its modern history.

In its latest strategic market report titled "Free-to-play in 2026: redistributing, not disappearing", industry intelligence firm Newzoo delivers an eye-opening assessment. While launches of traditional live-service games are slowing down and competitive shooters hit saturation, player engagement and revenues are shifting toward deeper progression genres.

Playtime Remains Resilient, but the PC and Console Divide Widens

Throughout 2025, free-to-play titles accounted for 29.3% of total tracked playtime across PC, PlayStation, and Xbox, excluding Roblox and Fortnite. While this represents a slight 2.9 percentage point dip since 2021, the absolute volume of hours played remained rock-solid.

The relative shift stems from gains in neighboring segments. Traditional premium releases climbed to 21.6% of overall playtime (+4 percentage points), while UGC juggernaut Roblox expanded to capture 7.9% of global playtime (+4.6 points).

The platform trajectory reveals a striking contrast. On PC, total hours dedicated to free-to-play experiences increased. On consoles, the pullback was far more noticeable, heavily concentrated around aging live-service shooters that struggle to renew their core player base.

The F2P Launch Slowdown and the Live-Service Reality Check

The most drastic transformation hits game production directly. After peaking at 36 major free-to-play live-service releases in 2017, the annual launch rate dropped to 14.7 titles between 2023 and 2025, representing a steep 31% decline.

Escalating development budgets and entrenched market leaders have turned new live-service launches into extreme commercial gambles. Early shutdowns have multiplied across the industry, mirrored by Ubisoft shuttering Rainbow Six Mobile just months after its worldwide rollout.

At the same time, revenue concentration at the very top is easing. On PC, the top five free-to-play titles generated 65% of category revenue in 2025, down from 68% in 2021. On console, the top five's dominance declined from 79% to 72%, leaving more room for challengers that offer distinct mechanics.

The primary growth engine pinpointed by Newzoo centers on character-driven RPGs powered by gacha collection models. While the firm tracked only 3 major titles in this category back in 2021, that tally expanded to 17 in 2025.

On PC, engagement surged by 92% over the four-year period, representing an additional 864 million hours played. RPGs now command 14.3% of all free-to-play playtime on PC, compared to just 9% in 2021.

Heavyweight productions such as Wuthering Waves, Honkai: Star Rail, and Zenless Zone Zero generated a massive 1.1 billion hours on PC in 2025 alone. On console, the genre's expansion proved much more modest (+85 million hours), establishing PC as the epicenter of this narrative and character-driven renaissance.

Retention Over Acquisition in a $214 Billion Market

This migration also reflects an evolution in player psychology. Where legacy competitive shooters rely on mechanical mastery and cosmetic skins, modern RPGs foster emotional attachment through narrative, character progression, and team-building mechanics.

Newzoo notes that much of this surge involves audience migration within the same ecosystem. Dedicated fans actively rotate between major gacha releases rather than bringing in completely untested player demographics.

With the global gaming market forecasted to hit $213.9 billion in 2026 (+6.1% year-over-year) and playtime expanding faster than direct spending, aggressive user acquisition is no longer the magic bullet. For developers and publishers, sustainable success now depends on player retention, content depth, and long-term community loyalty.
